An LMIA or Labour Market Impact Assessment allows the Canadian government to assess the impact of employers hiring a foreign candidate. Employers must obtain a positive LMIA which indicates that there is no Canadian citizen or permanent resident to fill a position that is being offered to the foreign national. These can strictly be obtained by employers, and not by applying candidates. To obtain this, employers must put out the job query for at least four weeks and interview Canadian citizens. Only once the employer can prove that he can find no Canadian permanent resident candidate fit for the role will he be allowed to hire a migrating candidate.
